Why is TimeZone incorrect when using Scientific Astronomer on some Linux operating systems?

This problem occurs because Mathematica 4.0.0 is using an incorrect value of TimeZone on certain Linux operating systems. Our developers are aware of this problem and corrected this in Mathematica 4.0.1.
